You may use the research by keywords (of domains) on this website in order to get the list of the Engineering Institutes (laboratories) fitting with your demand,

With this list you have a direct access to their website and so get more information and check if what they offer is suitable with your project,
3. Send an e-mail to the « n+i » correspondent in each Institute you are interested in (address on the website) to ask him/her to give you the name and details of the right professor in charge of the selected laboratory,

Send your curriculum vitae and your project to this Professor and ask him/her an admission in a PhD thesis.
IMPORTANT : To be admitted in a Doctorate, there are 2 conditions the student should satisfy:
1. hold a Master degree, which is the case, for instance, with “n+i” Network. Then it needs 180 credits ECTS, which correspond more or less to 3 years,
2. A formal authorization from the Professor (or from école doctorale, Doctoral school) who be the director of your research work.
Attention : The opinion of the Professor is determining. He/she has to decide if your background is well adapted to the expected researches and so, he /she may decide that your master degree (background from any origin) is not fitting with his /her prerequisites and suggests to you some complement in special fields or matters.
In this case, do not hesitate to speak about it to the Professor before your last year of « master”. So the Professor could suggest, if needed, the complement of training he/she wants and tries to find some financial supports!
On top of that, you bicultural training can also help you to apply for a Doctorate with a co-tutoring (co-tutelle) between your University in Your country and your French engineering school. Some specific scholarships are available.

No minimum of French is required
There is no, except special notification from the Professor, courses during the Doctorate in France (only research). Ask the Professor before starting!
So, there is no minimum of French required to start your thesis, because everybody in the lab can speak English But after 3 years, it twill be better to write and make the defence in French!
